HOW IT STARTED

Sea grant being an agency that makes studies of the

ocean, had known that there was a large percentage of

drownings in Puerto Rico because of the strong open

water currents in PR. They  decided to try to bring a life
 guarding system that was efficient fore these types of

open waters. Chaparro being the president of sea grant

thought of a method and he started by bringing the USLA instructors to PR.
